Blanchard & Wilson is a small, client-oriented, municipal, and real estate law firm serving the needs of individuals and communities in the lower Hudson Valley Region and beyond. We bring over twenty years of experience to the municipal, land use, environmental and related law fields and believe that by bringing our similar skills together as a team we can serve smaller/mid-size municipalities and private clients with intellect, integrity, and authenticity. We are well-versed in General Municipal Law, Public Officers Law (including FOIL and the Open Meetings Law), General Town Law, Local Finance Law, creation of local development corporations and other public authorities, and understand the how the Civil Service Law works and is administered. In addition, we have handled several Religious Land Use and Institutionalized Persons Act, Civil Rights Act, and SEQRA litigation matters for municipalities. The firm is capable of providing timely memoranda, briefs, and any other litigation related documents.
Over the years, we have represented numerous municipalities in a variety of capacities – as full time employees, independent contractors and as special counsel on civil rights, environmental and land use litigation. We have represented and currently represent small communities such as the Town of Dobbs Ferry and the City of Rye and much larger municipalities such as the Cities of Yonkers and New Rochelle.
In addition to our Partners, Alan Rothschild, Esq. and Dennis Lynch, Esq. are Of Counsel to the firm and we have several interns/recent law graduates who focused their studies on municipal law working at our firm.

Experience
Mark has been a practicing attorney since 2004 and has an extensive background in municipal law. He has served as the Corporation Counsel to the cities of Yonkers, Peekskill and New Rochelle. Mark also been senior counsel to the firm of Harris Beach PLLC, and practiced within its Municipal Law and Public Finance practice groups. Mark is currently representing private developers with projects in Westchester County and is also representing municipalities in Westchester, Rockland and Orange Counties.
